Not sure if this helps (or if you are having the same problem), but I had a similar sounding problem last week (5/28) when placing an order. The payment by my credit card which was already on file with Paizo was declined twice due to a mismatch in the billing address.
Note, I don't want mail coming to my house because people steal the mail out of the mailboxes, so I have my card set up with a "residence address" which is required, and a "mailing address" where the credit card company mails everything. The mailing address is the billing address used for all payments and I have no problems.
So, at Paizo, I changed my "billing" address from my mailing/billing address to my residence address, and the charge went through on the third try without a hitch.
SO, if you have a different mailing/billing address from your residence address, then maybe try changing your billing address at Paizo to your residence address and see if the charge goes through.
No idea if this is an issue with the Paizo payment processor or my credit card company.
