I've read that when an event is ran that the GM or event coordinator will have access to temporary ID numbers for players that do not have a PFS number.
Does that number become their PFS number once they register it online? If not, can a player who has a number but didn't bring their card/can't remember it be given a temporary one and still get credit for the scenario?

That's right; once you have created an event on your PFS page, you get a link to download a sheet of 10 pregenerated PFS numbers.
Does that number become their PFS number once they register it online?
It does.
If not, can a player who has a number but didn't bring their card/can't remember it be given a temporary one and still get credit for the scenario?
You could, if only so they have a reference number to give the coordinator when getting the reporting corrected to their real number. However, it's not ideal.

Basically when we run a convention, we get a set of Paizo ID's that come with a code. While they are at the convention, they use those ID's when doing the signup sheet. This allows them to play even if internet access isn't available. (access to Hotel WiFi can be hideously expensive)
The code is for attaching that ID to their Paizo accounts. So yes, that ID is their permanent ID.

I always make sure to have my ID card for PFS events. Then again, that's easy to do since it's on my tablet, which also holds copies of my rule books so the GM can verify I actually do own them. Which I also use for note taking.
But if by some strange happenstance I don't have my tablet, each of my characters do have my ID number on them too.
