can a maneuver master use whirlwind attack to grapple a bunch of people?

title.

Agreed, pretty much no. While maneuver master does alter flurry to possibly allow you to attempt more than one grapple in a turn nothing about the archetype suggests that it would modify a feat like whirlwind attack.

Whirlwind Attack (Combat), d20pfsrd wrote:

You can strike out at every foe within reach.

Prerequisites: Dex 13, Int 13, Combat Expertise, Dodge, Mobility, Spring Attack, base attack bonus +4.

Benefit: When you use the full-attack action, you can give up your regular attacks and instead make one melee attack at your highest base attack bonus against each opponent within reach. You must make a separate attack roll against each opponent.

When you use the Whirlwind Attack feat, you also forfeit any bonus or extra attacks granted by other feats, spells, or abilities.

At 1st level, as part of a full-attack action, a maneuver master can make one additional combat maneuver, regardless of whether the maneuver normally replaces a melee attack or requires a standard action. The maneuver master uses his monk level in place of his base attack bonus to determine his CMB for the bonus maneuvers, though all combat maneuver checks suffer a –2 penalty when using a flurry.

At 8th level, a maneuver master may attempt a second additional combat maneuver, with an additional –3 penalty on combat maneuver checks.

At 15th level, a maneuver master may attempt a third additional combat maneuver, with an additional –7 penalty on combat maneuver checks.

A maneuver master loses this ability when wearing armor, using a shield, or carrying a medium or heavy load.

This ability replaces flurry of blows.*

*note this doesn't include the newly errata'd text that says you use the ability while encumbered or wearing armor.

I'm going to assume you're first level (and disregard the fact that you can't actually qualify for Whirlwind attack at first level). Flurry of Maneuvers doesn't actually allow you to make any combat maneuver you want in place of your regular attacks. You can make a single grapple check (assuming level one flurry) in addition to your full-attack. Whirlwind Attack will let you attack everyone nearby once. Flurry will let you then make an additional combat maneuver once. So you could hit everyone once, then grapple a single opponent.

I haven't read the text for whirlwind in a while... wow. Is there any clarification on that last line about giving up every bonus on the attack roll? It reads as though it is just your base attack value from class levels and nothing else. Abilities is very open ended there.

Many abilities read that way. You always add your Strength, Weapon Bonus, etc...

I believe this means you don't get any extra CMBs from your Flurry, as you are giving up ALL of your attacks and gaining new Attacks at your Highest BAB against each opponent within reach. You could use Trip, Disarm, and Sunder, for any of your Whirlwind attacks, but you can't make the Grapple at the end because you are giving up the extra attacks from you Flurry which are the ones that let you make CMBs that requires a standard action as part of you Flurry.
