The forgemaster archetype for the cleric doesn't have a spontaneous casting component that replaces anything.
If your intention was to mention the ForgePRIEST, the warpriest archetype, he also does not have an ability that alters spontaneous casting.
Frankly, I have no idea what class you mean. If you meant to add an ability to the forgepriest warpriest archetype that instead of spontaneously casting cure spells, he can cast person range spells on allies? No. Hell no. The only character that can do that is the alchemist, and its already admitted to be broken; the warpriest is already powerful enough, and it makes no sense to me that the forgepriest archetype would allow something like this for allies when it's focused on buffing items the warpriest made himself.
If you meant the Cleric forgemaster, the answer of Hell no still applies. The fighter doesn't need true strike or more ac.

Even still, personal range spells are personal for a reason, and are powered to make up for a lack of physical might or defense ability. As the fighter is lacking in neither category, it is not a good idea to let him have personal range spells. Still a no on the broad scale. (True strike is the easiest example, I should have provided a more apt one for the cleric, so Divine favor. +1+1/3levels luck bonus to attack/weapon damage.)
Edit: If you really want this to work, approve specific spells. Most of the out of combat ones work; I could see a more accessible cleric letting another class commune with a god or ask for guidance from beyond for instance. Sorry for being harsh earlier.
