Light and Dark (Su): Once per day as an immediate action, a wayang can treat positive and negative energy effects as if she were an undead creature, taking damage from positive energy and healing damage from negative energy. This ability lasts for 1 minute once activated.
A touch from your hand, which glows with blue energy, disrupts the life force of living creatures. Each touch channels negative energy that deals 1d6 points of damage. The touched creature also takes 1 point of Strength damage unless it makes a successful Fortitude saving throw. You can use this melee touch attack up to one time per level.
An undead creature you touch takes no damage of either sort, but it must make a successful Will saving throw or flee as if panicked for 1d4 rounds + 1 round per caster level.

The spell has a specific exception to the normal interaction of undead with negative energy. The wayang is treated as undead in this case (if they choose to). So they could avoid the damage if they are willing to "make the will save or flee as if panicked" effect.
I was going to say no, but I changed my mind.
The Wayang is not undead, so the "undead creature" clause in chill touch doesn't happen. It does negative energy to the Wayang as usual. Then the wayang can take that negative energy and gain hit points from it. I would argue that the "as if she were an undead creature" clause is strictly to positive and negative energy effects, which does not include Chill Touch the spell, only the damage Chill Touch does to living creatures.
EDIT - Clarification. Chill Touch is not a negative energy effect, it is a necromantic spell. Wayang cannot choose to be undead to it, so it won't scare the Wayang. It will instead do negative energy damage, which is a negative energy effect. Once the damage is applied, the Wayang can choose to accept it as if undead, and gain hit points instead of taking damage.
Of course, this hinges on whether or not a spell that does negative energy damage is considering a negative energy affect and when the Wayang can choose to activate Light and Dark in this sequence of events.
Effects include many things, including spells. Chill touch is a negative energy effect as it specifically says in its description. A wayang can treat the chill touch spell as if she were an undead creature. The wayang would then not take any damage but would have to make the Will saving throw.
