Historically, this was something axes and weapons with hooks could be used to do. You pull the enemy's shield out of the way and leave them vulnerable. So, let's say an axe, warhammer, or trip weapon can be used for this maneuver (longswords can get compensation for this minor buff to rivals in the form of being allowed to do piercing or slashing damage). Make a reposition attempt. Success denies the opponent their shield to AC until their next turn. Success by 10 or more gives a free attack at highest bonus to the person who performed the maneuver and provokes AOOs from all other adjacent characters.

Historically you could shield yourself from blows with a sword, but mechanically it's not usually allowed without a feat or magic enhancement. And aside from that I don't know why you'd want to hinder sword and boards even more, it's not like they have a lot going for them as it is. But if I were to use a maneuver to take away a shield bonus, I'd probably go with a disarm or dirty trick.
