Rules Questions

Only on the round when you first cast the spell.

As part of spell combat you may cast any of your magus spells that normally takes a standard action.

As part of spellstrike, you may deliver any touch spell (whether single charge like shocking grasp, or multiple charge like chill touch) as part of an attack with a melee weapon.

For example:
Round 1, using spell combat cast chill touch, then with spellstrike make a free attack with your weapon (and if you hit deliver of a charge of chill touch), then make your normal attack with your weapon (or more than 1 if you have BAB +6) and each time you hit deliver another charge of chill touch.

Round 2, if you still have charges of chill touch remaining, make your normal number of attacks with your weapon, delivering one charge of chill touch for each successful attack.

On the first round you get to use chill touch with spell combat and spell strike if you like.

On subsequent rounds you either strike with chill touch and take a move action, or you choose spell combat by casting a new spell. You can get one strike with chill touch if you make your attack before you cast your spell, but as soon as the spell is cast, any remaining charges of chill touch are gone.

Using spell combat you can cast a spell and make a full attack in the same round, even with a spell that give charges.

Spellstrike allow you to deliver charges with each attack you make with your weapon.

The following round you can deliver charges with your hand or your weapon (using spellstrike for the latter) but the charges dissipate as soon as you cast another spell, not when you declare spell combat, but when you actually cast the spell, so you can declare spell combat, make all your iterative attack then decide if you want to actually cast the spell or not, depending on the leftover charges and the condition of your target.
You must declare spellcombat at the start of the round as it applies a modifier to all your attacks.

What you can't do is to use spell combat to deliver the charges as if using two weapon combat after the round in which the spell is cast. spell combat, per se, don't give extra attacks.

what do you think about convet this ability in a feat for a custom adventure?

FEATS:

Spell and sword:
Prerequisite: Spellcaster level 5

Benefit:
You learn to cast spells and wield your weapons at the same time. This functions much like two-weapon fighting, but the off-hand weapon is a spell that is being cast. To use this ability, you must have one hand free (even if the spell being cast does not have somatic components), while wielding a light or one-handed melee weapon in the other hand. As a full-round action, you can make all of his attacks with his melee weapon at a –2 penalty and can also cast any spell, from one class spell list you choose when you take this feat, with a casting time of 1 standard action (any attack roll made as part of this spell also takes this penalty). If you casts this spell defensively, you can decide to take an additional penalty on your attack rolls, up to his spellcasting ability score bonus, and add the same amount as a circumstance bonus on your concentration check. If the check fails, the spell is wasted, but the attacks still take the penalty. You can choose to cast the spell first or make the weapon attacks first, but if you have more than one attack, you cannot cast the spell between weapon attacks. You can use this feat to deliver charges of a spell like chill touch but making a concentration check to maintain the spell, if you cast another spell you lose the charges

You can choose this feat multiple times, every time you select a new class spell list.

You're straight up poaching Magus' thing if you do that, but if your DM is okay with it...
