Arcanist Consume Magic Items in PFS: Two Questions for GMs

I have noticed that nearly all the scenarios I have played so far seem to have a plethora of consummable magic items that drop over the course of the adventure that do not usually all get used.

An Arcanist can take an exploit that allows them to consume magic items (potions/scrolls destroyed, 5 charges removed from a wand) to gain points in their arcane reservoir.

I just want to be sure that this will not penalize my fellow players. My questions:

1) If a chronicle sheet listed a partial charges wand (let's say 18 charges), and I consumed three times, would you modify everyone's chronicle sheets to a wand for 3 uses?

2) Is playing in this way in poor taste, and while not forbidden, would be frowned upon? I suppose I could just use 2PP to purchase 5x level 2 scrolls and consume them to my heart's content.

1) No. This is no different than if someone used those charges up normally; it doesn't affect what's on the chronicle.

2) No. You may have to talk the other players out of saving the items for later encounters, but it's a legitimate use of resources.

The reason I see people not use the items given out is because the GM lists out the items, everyone writes them down, and then by the time anyone wants to use the item, no one can agree on who "would have picked up the item". So they just ignore it and move on.

I've taken to using the item cards (the pathfinder ones from the deck box (like the condition/buff cards)) and finding an appropriate item for whatever is going to be listed. So I'll prep the cards in advance and pass them out as loot whenever they're found. Then pass out the physical cards so they have something that specifically marks who has what and they can divvy it up as desired then instead of just writing down in bulk what's available.
