NPC Class questions

I am making an NPC who is an expert. There doesn't seem to be much on the paizo page about it. Do they get feats?

Here's what they have:

They get all the stuff every class gets (Feats, Stat points every four levels, etc.). Found here.

They don't get maxed HP at 1st level, their class kinda sucks, and they have lower stats if using the default NPC rules, but that's about the only differences.

NPC classes are generally pretty sucky. Each one is a kind nerfed version of a Player class. In addition, NPCs without Class Levels (Non-NPC class levels, that is) are meant to use the "Standard" ability array instead of "Heroic".
