When to add metamagic?

Are there any rules or guidelines on when metamagic feats should be included in the construction requirements for a wondrous item?

For instance, the Major Cloak of Displacement lists extend spell, presumably to allow the displacement spell to last for fifteen rounds regardless of the wearer's level. However, the Robe of Scintillating Colours doesn't have that, but allows its effect to run for ten rounds per day, regardless of caster level.

Any advice greatly appreciated!

The cloak uses displacement with a Caster Level of 7 at time of creation (not who the wearer is), so it's normal duration is 7 rounds, therefore Extend Spell is required to double the duration to explain the much of the fifteen round duration of the cloak.

The robe has two spells, with Caster Level 11 at time of creation (not who the wearer is). The first spell listed would last 11 minutes but the second spell has a far shorter duration at caster level of just 11 rounds, so for a 10 round duration, no meta magic is required.

So, you need to look at the caster level required for the item, the spell used and the duration, area of effect etc that is generated as if casting the spell at the given caster level.

If you would need to use meta-magic to get the spell to generate the effect in the item, then it is high chance it is needed in the requirements.

Gut instinct will also help - that you needed to ask, may indicate your suspect you need it for your item. Where straight maths doesn't help, go with your gaming instincts.
