Vestigial Arm does not grant additional attacks. Says right there in its description.
That said, with the way it's worded, Multiweapon Fighting doesn't really give you any extra attacks, either. It just gives you more off-hands. The rest of the time, it defers to the rules for two-weapon fighting and the rules for two-weapon fighting give you one extra off-hand attack.
