Actually it seems like Paizo is telling you that it is. As those are the game stats for "aquatic" elves.

In the upcoming "Inner Sea World Guide," we have this to say:

"Aquatic elves are identical to normal elves, save that they have the aquatic subtype, the amphibious special quality, a swim speed of 30 feet, and replace the standard elf weapon familiarity with proficiency with rapiers, short swords, tridents, and any weapon with the word 'elven' in its name."

Whether or not they can be player character races depends 100% on your GM.

Scarab Sages

I haven't seen for myself, but apparently Murder on the Throaty Mermaid features aquatic elf statblocks, you could extrapolate from there.

Edit: Or what JJ says.

The problem with aquatic races is that unless the campaign is based specifically for them, they tend to run into the "Aquaman" factor.

Not really a problem with aquatic elves.

They lose nothing. They gain a swim speed and the ability to breathe underwater, but are otherwise elves. This technically makes them more POWERFUL than elves, since they can do everything an elf can do PLUS breathe water and swim better, which is why the're not really a good choice for a PC race unless the other players and the GM is cool with that fact.

If you're playing in a campaign where there's not going to be any real aquatic element, then playing an aquatic elf is no different than playing a normal elf, only you have strange hair color and skin color.

I guess Aquatic elves have changed in Pathfinder because the original versions had severe problems enduring prolonged stretches out of water.

Correct. That was something put in as a clumsy attempt to "balance" the race. An unnecessary step, and a good example of slavish obsession with making all options balanced hurt the rules and crimp the world.

Aquatic elves in Pathfinder can function forever out of water (that's what the amphibious special quality gives them).

I stand corrected and apologize, thank you for the sneak peak James.

in that book "Inner Sea World Guide," is there more Aquatic races?

Doesn't aquatic, amphibious, swim speed = land speed work for just about any race you want to make aquatic?

Yup. We stat up the gillmen for the first time; they get a for-real new monster entry. We also have a page-long section that talks about the oceans and major lakes of the Inner Sea region.

As opposed to Warcraft. When they applied the aquatic template to night elves, they got all reptillian, huge, evil, and multi-armed. :)
