The minimal mammal is a 1st ed forgotten realms critter carried over to 2e as a option in the mammel entry.
The following is an exerpt from the 2ed mm1 mammal entry:
Minimal Mammals: Minimals are half-sized breeds of otherwise
normal animals. They have the same physical and behavioral
traits of their full-sized relatives, although most are not dangerous.
Minimals generally have one-half the number of Hit Dice
with a corresponding drop in THACO, a +2 Armor Class penalty,
and a -2 Morale penalty. The damage caused by a minimal is
one-half that of the full-sized relative.
The entry above dose not reflect the original mammal subtype as all minimal mammals were reduced to the fine, tiny, or small size catagorys moveing at least 3 size catagory's down the scale from their original catagory.

Young Creature (CR –1)
Creatures with the young template are immature specimens of the base creature. You can also use this simple template to easily create a smaller variant of a monster. This template cannot be applied to creatures that increase in power through aging or feeding (such as dragons or barghests) or creatures that are Fine-sized.
Quick Rules: +2 to all Dex-based rolls, –2 to all other rolls, –2 hp/HD.
Rebuild Rules: Size decrease by one category; AC reduce natural armor by –2 (minimum +0); Attacks decrease damage dice by 1 step; Ability Scores –4 Strength, –4 Con, +4 size bonus to Dex.

Please don't. You'll enable a character with Bard levels and a Minimal Animal dog Chihuahua who annoys everyone with his liberal use of Perform: Vex and his ability to get all kinds of information wrong and STILL be a role model for youngsters. One they aspire to, that is.
Also, someday you will find a Minor Image of said character which you wish you could just disbelieve to make it go away - but what has been seen can't be unseen. >.<
Humour aside, I would stick to applying the Young template to a monster over and over if I wanted to create a guinnea pig version of the tarrasque. ;-)
