Yes, he can. He'll be subject to an AoO if threatened, and unless he has Quick Draw he can't draw another weapon. He also takes the TW fighting penalties.

Well, using a ranged attack when engaged in melee will probably provoke an Attack of Opportunity, and then there's probably a penalty for making a throw with his off-hand, though I don't know if there's a rule for that.
So you could shield bash, 5 foot step and throw, right? Shield bash is always off hand, so the throw would be at the higher attack bonus, if I read it right.

You missed the shield bash part which is two weapon fighting, but yes still possible.
In fact if you have a short spear in hand you could shield bash use the shield slam feat to bull rush your opponent back then throw the spear into them, and five foot step up to shield bash again (with your second attack since you are over 6th level) and bull rush them back again... and if you have improved two weapon fighting, quick draw, and another short spear throw that at them again too.

Why as a melee/front line type you should invest the 5 gold for a spiked gauntlet or two.
