Rasverian is the son of one of the ministers in the High Parliament. However, since he wasn't a girl, nor a firstborn, he had to make his own way in the world. He was exceptionally good at speaking, a trait he inherited from his father whom only really gave him this piece of advice. "You have to make the light shine for you, my son." Soon after he came of age, his father was killed in a political move that left him penniless.
He first joined up with the town watch, keeping an eye out for trouble from within and possibly to find his father's killer, and was able to root out the corruption. But upon taking his vengeance, he was left hollow inside, like there wasn't anything else to live for. He turned to the bottle and was fired from the watch. Eventually, he remembered his father's words and wandered into the Church of Abadar. The Light of Civilization stirred his broken heart and he began in earnest to learn the ways of the Master of the First Vault. Perhaps something was hidden in him.
His ability to manifest the light of Abadar came unexpectedly as he was teaching money management to some of the poor in Alkenstar. He lit up the room unexpectedly, and it was reported back to the church. He bought the apartment from the people who now had good cause to be able to use their new knowledge, and built a shrine there.
Eventually, the reports of a unchecked magical power came through his superiors. He volunteered, knowing the devastation that comes from such unbridled power. If they were beginning anew the mistakes of old, it had to be stopped before another cataclysm came upon the world.
