Is it just a black-skinned half-elf, or something else entirely? What would be reaction of society to the half-drow?

There probably have been too few of those to warrant a real write-up.

I think they invariably suffer the same fate: Being only half-drow is definetly a birth defect, so they're consigned to the fleshwarper's arts and turned into a drider (halfbreeds usually share their non-human parents' share).

This, of course, is what happens to them in drow society. Because there are no drow outside of drow society. There are few enough humans down there, and no drow up here. The interaction between the two races is extremely rare, interbreeding very rare for those cases of interaction, and most of those children that result from such unions will probably be the children of human slaves.

If the human is female, the half-drow will be warped, or maybe just killed, to conceal the fact that some drow had deviant tastes. A half-drow child of a male human and female drow will never be born, except to whatever drow use for a coat-hanger.

Even if a parent of a half-drow manages to flee the drow and reach the surface, the elven Lantern Bearers will disappear the child to keep the world from learning about the drow.

But what if the elvish mother turned to drow during the pregnancy, perhaps because of jealousy, resulting in half-drow child? That child would be innocent... Would the elves kill it then? I don't have Darklands or Elves of Golarion, btw. That's why I'm asking.

If she turned to drow during her pregnancy, she'd probably be killed by the elves. If she fled, they'd hunt her as long as she stayed within their reach (the only way to flee from them would probably be descending into the Darklands to join the drow) so it's very likely that either the elves will deal with it, or the drow.

Anything else is probably a million to one shot.

Wondering if there's been any further word on this.

Kind of have the notion to use one as an NPC for a good-aligned group.

Escaped human slave gave birth to a half-drow baby. The poor woman, driven half-mad by her ordeal, lived in seclusion with her child in the woods/swamp/jungle/whatever until she passed away. Said child is now a N or CN-ish half wildchild, or something along the lines of Nell, or possiblly a half-touched-in-the-head adoptee of the local fey.

PCs meet him/her, most likely leave him/her in peace, and later find out that some elves with whom they were possibly on friendly terms are members of some group(the Lantern Bearers) that are now closing in on the child's location with murderous intentions.

Half-drow have the same stats as regular half-elves. We haven't put any half-drow into Golarion yet. If and when we do, exploring the sociological repercussions will be a big part of it.
