Technically, yes.
However, a shield with an attached or integrated weapon is mostly treated as two separate items (except for hands required to hold it).
As for the dart shield, the launching trait specifies "[t]he trait lists the type of weapon, such as 'launching dart.'” Since no other details are given, the dart launched by the dart shield should be treated as a dart ranged weapon: Price 1 cp; Damage 1d4 P; Bulk L; Hands 1; Range 20 ft.

With it mentioning reloading taking the same number of Interact actions, I'd be more inclined to go with a reload weapon that fits the the description [spring-loaded device that can fire darts], a Wrist Launcher:
Damage 1d4 P; Hands 1; Range 30 ft.; Reload 1

A character with a magus archetype and the shielded tome, raise a tome feats can have the three implements in the same hand and did it consider as valid to use the implements ? (shield as weapon and a fused tome)
Probably not. The fused item can switch between being a book or being a shield, but it doesn't count as being both at once. The tome form can't have a shield boss attached and can't use the Raise a Shield action. The shield form isn't a book; it just has a book motif. Instead of being able to swap between the two when you use one of their actions, it would now require a separate action with every switch.
Now, you can ask your GM about doing something like that anyway. It's a lot of feats to invest in a gimmick, and wouldn't be doing anything broken because of how easy swapping implements is.

Yeah I think it's worth considering the intent of the implements here. The implements are intended to be items held in one hand that (for the most part) block you doing things with that hand that aren't called out in your class or its feats. Though weapons are a bit weird with that given free-hand weapons are viable.
Hence, things like shield boss + shield or fused tome are probably going against the intent.
Now, would it be a problem if your GM let you ignore that, especially with the tome idea (which is a good idea, I like it), probably not. As Quidest said, that's a lot of investment for not much mechanical weight.

A shield implement with an attached weapon implement looks to be just fine to me. Since both are implements, Implement's Empowerment won't have problems with the number or type of things that you are holding.
Regarding Shielded Tome, I would allow the fusing of the shield implement (with any attached weapons or shield augmentations) to a book and let the resulting item still count as an implement as long as the item is in its shield form. When it is turned into a book, it's status as an implement is suppressed. It's status as a shield is also suppressed as well as any attached weapons - so none of those would be usable until it is changed back into a shield.
You would be able to Raise a Tome as normal. But the book would only have its book stats (which copies the hardness, HP, and BT of the shield) but wouldn't have any of the shield's special properties or attached items.

You could use a buckler as a shield implement. Obvious downsides in reduced AC and hardness though.
Can even attach a shield boss to that though based on the hands entry for shield boss you might need to change grip and “hold” the buckler to use the shield boss - which might also prevent you from raising the buckler. It’s not really clear.

Using the buckler as your implement it would at least gain the bonuses to hardness from the thaum implement and it would still get the auto heal/repair stuff and being able to use it even when broken and still get some benefit to AC means not a ton of downside to blocking with the buckler now and then.
