I am really confused by the title of this thread.
Anyway...
What you are likely describing is what is often called 'fail forward' - where in the case that the PCs fail at a skill check or two, they still gain enough information about the plot that they can continue the plot.
Each scenario is going to be different for how that is handled.

In case others are unfamiliar, this is the name of a new ritual in the Tian Xia Character Guide that allows the casters to go on a drunken bender and allow fate to give them an insight into a case, allowing them to choose from a small list of options and temporarily "losing" any option not chosen (information, dignity, items, etc)

Ah, that makes sense. I put the phrase in the search engine on Archives of Nethys and it didn't come up with anything so I was confused.
So on the ritual, "For example, to obtain an evidence, information about a murderer or to obtain informations when a character or a party don't progress in a scenario ?"
Sure, a common item, a new friend or connection, a useful piece of information and a convenient opportunity of the GM’s choice give that kind of thing.

I honestly thought this thread was going to be about a wild party thrown by a Cleric of Desna who was trying to impress a Cleric of Caydan Cailaen. I guess it was a decent guess.
But yes OP, this is a way to try to advance an investigation. It's not the only one - there's multiple avenues the PCs can try, but it's a new option and a pretty flavorful one. :)
