Overflow impulse or elemental blast?

I wish there was a way that these interwoven a bit better.. like if you crit you'd get to use an overflow ability as a free action or some such. Might be too powerful, but it feels like two separate paths on the same chassis

I read the title as overflow impulse ON elemental blast and now I'm wondering why there aren't any overflow blast abilities as well.
