"[Y]ou can't Step using a Speed other than your land Speed".
And with Stride, "You move up to your Speed", and your Speed is always your land Speed, since "Whether you Stride, Step, Swim, or Climb, the maximum distance you can move is based on your Speed. Certain feats or magic items can grant you other movement types, allowing you to swiftly burrow, climb, fly, or swim".
So it seems like if you wish to Fly, you are restricted to the actions governing or allowing for flight.

There are some actions that include Striding that can be used with other movement types, like flight, but that is not a given. Sudden Charge is an example that a lot of people would be familiar with:

With a quick sprint, you dash up to your foe and swing. Stride twice. If you end your movement within melee reach of at least one enemy, you can make a melee Strike against that enemy. You can use Sudden Charge while Burrowing, Climbing, Flying, or Swimming instead of Striding if you have the corresponding movement type.

I am looking at using something like running reload while flying
This is still possible, though, since Sneak allows for using your fly Speed, and Running Reload can be combined with Sneak.
It doesn't really even matter how good you are at Stealth, since Sneak is an Untrained action.

Sorry for the necro, but is it really intended that you can’t Fly while doing a Running Reload, but you can loophole it by declaring that you’re Sneaking using your Fly speed, and it doesn’t matter if you succeeded at sneaking or not because you just wanted to fly? Intended? No idea. Personally I'd probably allow it to work with flying. RAW? It seems so, yes. Though, it's worth noting that the "loophole" makes you move at half speed (assuming you don't have something that increases your sneak speed).

I admit that I am not an expert on this topic, but I would disagree with the logic that...

Just because you can Sneak while Flying and you can Sneak while Running Reload, does not mean that you can Running Reload while Flying.

I completely missed that. Interesting that even creatures with natural flight cannot Step and therefore cannot withdraw safely from melee. I will probably amend that in my home games and allow creatures with natural flight to Step while flying. It just "feels" wrong that a bird, who is much more agile in flight than walking, could Step if they are stumbling around on the ground, but not when they are flittering around in your face.

Flying is hard, even if birds do it naturally.
The way that Fly is currently set up also vastly increases the usefulness of a lot of other things already in the game, while in other systems Flight pretty much negates most spells and effects that help with traversal. Flying is still great, specially out of combat, but I think it is a good thing for it require more effort.
I wouldn't suggest making these changes because the creatures that can fly are already balanced around this cost. A Vrock, for example, has a two-strike no-MAP Attack of Opportunity while it's flying, which is insane stuff.

Another weird rules interaction is with Mature Animal Companions and flying. "During an encounter, even if you don't use the Command an Animal action, your animal companion can still use 1 action on your turn that round to Stride or Strike."
If you have a Bird animal companion, it has a Speed of 10 and a Fly of 60 Feet. But since the Bird cannot use Stride to Fly, it can only walk 10 feet.

Ok but can we agree that is silly? Animal companions are meant to keep themselves safe even when not commanded. I don't think a bird would need a command to stay in the air any more than a bear would need a command to get our of an acid pit.

The rules cover that case: "If given no commands, minions use no actions except to defend themselves or to escape obvious harm."
So your Bird won't fall from the sky. But it's a bit annoying not to be able to use this ability when the companion is in its normal environment.

Correction, you were doing it differently from RAW. I disagree that it's "wrong" if it makes the game smoother and more enjoyable (which I personally think it does), but to each their own I guess.

My character with a Bird Familiar is a PFS one, so I was doing it "wrong" as in "not in the expected way". Is it better or worse is not much of a question in PFS.
Anyway, I'm not sure it will affect my character greatly. I was nearly always attacking with my Bird, I'm not even sure how many times I've moved only with it.
