So from second hand gencon feedback I heard that the it was suggested that the summoner would be a ninth level spellcaster with less spells than the druid.
So I am just theorising what such a spell progression would look like.
The most obvious would be getting 1 spell per level. Increasing level on every odd level so you would max out at 2 of every level at 18. Keeping you consistently 1 spell level behind the druid at all times. It would look something like this.
1st level : 1,
2nd level : 2
3rd level : 2,1
4th level : 2,2
5th level : 2,2,1
6th level : 2,2,2
7th level : 2,2,2,1
8th level : 2,2,2,2
9th level : 2,2,2,2,1
10th level: 2,2,2,2,2
11th level: 2,2,2,2,2,1
12th level: 2,2,2,2,2,2
13th level: 2,2,2,2,2,2,1
14th level: 2,2,2,2,2,2,2
15th level: 2,2,2,2,2,2,2,1
16th level: 2,2,2,2,2,2,2,2
17th level: 2,2,2,2,2,2,2,2,1

The only downside is that it stops scaling at 18th which might be an issue.
What progression do you imagine they would go for.

What you propose, but starting at 3rd level. 2 cantrips at 1st level, 4 cantrips at second level. Even before the announcement, that was where I was thinking the Magus might end up, since I wanted it to have better casting than an Archetype caster but slower casting than a full caster.

I would be skeptical of any spellcaster getting less than full spellcasting. So far, every spellcasting class except the sorcerer uses the same spell progression table, and that includes the bard, which in PF1 had a spell progression identical to that of the summoner and similar to that of the magus.
And when we get to the martial abilities of the magus, the warpriest cleric seems to be the closest thing we have so far to blending martial and spellcasting abilities. 2e seems to be going out of its way to avoid true martial/caster hybrids.

This is the progression I hypothesized to myself a while back for Summoners, possibly with a 20th level feat for a single 10th level spell slot.
Also potentially with some sort of ability to "drain bonded item" their eidolon for an extra slot per day.

I think that there is too much focus on keeping the full casting progression.
I can personally see them getting full casting up to 6th and then get only 1-2 spells for 7-10 but only for summoning spells and gate.
But its still hard for me to judge how much everything is worth.
There's focus on it because we know that's what the playtest will do*.
*Not actually full casting progression, only up to 9th level spells, and with fewer slots.
