Is there a creature that can cast Polymorph Any Object?

Rules Questions

Question's in the thread name. But to elaborate; I'm looking for a way to cheese the spell Polymorph Any Object before I can actually cast the spell, since I can't just make/buy a scroll of it in this situation as a level 10 character.

Are there any creatures that can cast Polymorph Any Object in the bestiary? Preferably something that can be summoned via Planar Binding/Ally.

Anything which can cast that is a unique creature or a big old dragon. Nothing you can just planar bind.

Anything with Wish can.

Beside the wishcrafters, imentesh protean can use polymorph any object 1/day, but to call it with the standard planar binding, you need the Augment Calling (protean) feat, or another way to increase the HD limit of the planar binding.

Or you can make a Trompe-l'oeil of a high-level Sorcerer.

If the GM isn't allowing the player to purchase a scroll of PAO or buy casting services of PAO, the chances of the character knowing anyone that can cast PAO is unlikely. The chances of the GM allowing a Trompe to be created of such a caster is even more unlikely.

A less complicated method would just follow Wondrous Item crafting rules for, say, a 1/day use item. In that case you can just add 5 to the DC to skip the prerequisite (which assumptively would include being able to cast Polymorph Any Object; this works for command activated, but not spell trigger, spell completion, or potions).
