Tieflings with Vestigal Wings & Armor

Assume for the moment that my character is a Tiefling with the Vestigal Wings racial trait. Also, let us assume that getting the bonus from Vestigal Wings (+4 racial bonus to Fly checks) requires the wings to be outside one's clothing or armor to able to function (as in, the wings should not tucked underneath armor to be useful). Therefore it must be assumed that a Tiefling with this trait would require special custom clothing and armor.

My question is: are there any rules that say what the cost of such modifications to armor is? Or is it left up to the GM to decide the price?

Yes, look for the Armor for Unusual Creatures. It covers things like horses, but is the closest thing we have. Basically for a medium creature it's double the costs basic cost. I don't think this would adjust prices for special materials and definitely wouldn't adjust enchanting costs.

Maybe ask your DM honestly, I mean we have the rules Claxon brought up but those might be too much just for armor that lets wings through especially considering all the other body types covered by the normal pricing of the armor.
