For a non-replayable scenario, each player can play a scenario once and GM once, correct?
What happens if someone GMs a second time? Can the credit be applied to another character?

No. Non-replayable scenarios give credit once to a player and once to a GM, regardless of the number of times they GM it.

What level a character is at does not matter in the replayability question at all.
