So using scoundrels feint to get flat footed for off-turn attacks. (Are there better ways?)

Whips? Ranged Reactions?

If you cast paranoia on an ally or minion and they critically fail their save, they will fulfill the prerequisites for a paladins reaction (being an enemy and attacking an ally, that ally being the caster who is standing next to the paladin and the target of the spell) every turn by attacking the one who casted spells at them, at least until the paladins strikes kill the paranoid person.
