Is there an Item Level for the Jinsul Horde in the chase?

It says that they have a +7 or +10 to all checks, but is the Item Level of the Horde like 3 or 5 due to the Scenario tier? Or is it a CR somewhere?

what ability would make you need an item level for the hoard?

For the Piloting Checks on the Vehicle Chase, requires a Vehicle Item Level. Which isn't given.
