Usually petitioners go to be with their god after death, however, Rovagug is currently trapped in a demiplane at the center of the planet so what happens to them? I would guess they appear in the demiplane with him, he eats them, and gets a little more powerful and a little closer to breaking free...

Planar Adventures confirms that the demiplane in question does have associated petitioners. If the setup is well-designed, there would be some way of releasing Rov's power in a controlled manner so it doesn't build up to be unstoppable. We know that there are monsters that exit the demiplane occasionally (Rov's Spawn and the Wrackworms also from Planar Adventures), but whether that means the seal is working as intended or beginning to fail is up for debate.

^ . . . especially if they have reason to believe that they are going to get pooped out in some form that lets them reseed wherever that is, since last time I checked, he doesn't actually want to destroy everything(*), just the mortal realms and anything else that opposes or has ever opposed him.
(*)That's supposedly what the Daemons want to do.

They were supposed to free him.
They failed.
They literally had one job. One job.
It's eternity of being maggots in the Abyss for them as punishment for their abject failure. Only the one who would actually contribute to Rovie's release could be granted the honour of standing by his side as he eats the universe.

This guy gets it! Let me out and I'll give you a free puppy!!
Enthusiastically holds out a writhing mass of tentacles, eyes, mouths, tufts of fur, and countless limbs.
Aw, it likes you! Just don't feed it after midnight.

He doesn't want people to worship him, they just do anyway.

Then why does he give them spells and the like?

Does he? Groetus articles suggest he’s not aware of and doesn’t care about his worshippers, but they can get divine magic despite that. It may be that being a god means people of the appropriate mindset and devotion can channel your power without your approval or help.
