Sorry for the necromancy, but I'm preparing to start a new character after achieving Tier 4 with Exo-Guardians...
Just remember, if you have a capstone boon, apply it before you "apply" the credit from Scoured Stars Veteran.
Can you, though?
The "Rescued Starfinder" portion of the boon says, "You can start a new character who begins at 2nd level. This new PC begins play with 3 XP..."
That reads to me like that character didn't exist before having 3 XP and therefore was never a viable 0 XP target for a capstone.

While I can't find it now (and I swore I had it saved) I believe Thurston clarified this Boon could be applied to any character with 0xp only.
You can have other Boons stacked before it, like Race Boons or Capstone Boons, but nothing that grants you actual XP.

Unfortunately that discussion kinda spiraled into GM babies that have a pile of credit but have never been played, when I'm more concerned about a new character that would start with the boon that starts a character with 3 XP. Was there a point between conception and the application of the boon where a capstone could be applied?
It looks like "no" but the spirit of Thursty's ruling is for the capstones to apply to new characters who have not been played, or even created, by the time the capstone was granted. This character has no other chronicles and would be starting well after the "big event" that caused the 1-99 boon, AND after the capstone became available.
So my timeline would be:
1. Achieve Tier 4 [Faction X] on parent character
2. Create baby character (assign a "70X" number)
3. Give capstone to new character with 0 XP & no chronicles
4. Apply Personal Race Admittance Boon to 1st level character with no chronicles (must be first chronicle, can be part of level 1 rebuilds)
5. Give Scoured Stars Veteran to new character (starts with 3 XP)
A strict reading suggests that the process with the 1-99 boon goes:
1. Achieve Tier 4 [Faction X] on parent character
2. Create baby character (assign a "70X" number)
3. Give Scoured Stars Veteran to new character (starts with 3 XP)
4. Cry because I have to use a core/legacy race and can't apply a that tier 4 capstone I qualified for, meaning that I'll have to create YET ANOTHER character to benefit from all the toys I've earned
So, if the boon really does like in the latter sequence, #5 in the former sequence simply doesn't work and I am briefly inconvenienced having to spend several weeks tracking down GMs willing to run the repeatable low level content (or being a GM willing to run repeatable low level content). I have to imagine that the intent of the boon is to reward loyal players with a pure convenience bonus of 15 hours of their life that they won't have to spend doing content they're already familiar with.

This is how it would have worked in PFS. I want to believe it works this way in SFS. More so because I can't read it any other way, and I like things to be consistent. Helps when explaining it to other people.
Maybe we should just shout "Thursty!" a bunch of times and leave an offering of flavorless protein wafers.

That being said, I'll see about bringing this up as a discussion point in our next OP meeting so that I can get the team's thoughts as well. Hopefully this week (Seattle weather permitting).

Did the snow also screw up your quote tree nesting? Here in Minnesota we walk to school uphill (both ways) in 3 feet of snow and still get our quote trees right.

Did this ever get answered? I have a character that I played through Aeon Throne 1 and didn't apply this to because I misread it and thought they had to be in that faction. If it's just fame with that faction, I can still have another faction, right? I would like to know because if I can pop it on, I can do part 2 of Aeon Throne without having to scrounge for a few more scenarios to get to 3rd.

I have a player that just did the interactive and made a new character that is 2nd level with the boon and was questioned about the credits do we have an answer on that is it the listed amount or do they get another 1000 like all new society characters?
They get the starting 1,000 credits plus the rewards from 1-99.
