Looking at getting some minis for my PCs and some common monsters. Wondering what’s a good set to start with to get some high quality minis? I’m not particularly interested in buying singles, I like the collector aspect of the boosters.

Here's what's still available from Paizo:
Rise of the Runelords has some cool basic monsters & 19 minis which could be used as PCs.
Shattered Star has more obscure monsters & 9 minis usable as PCs, but includes medium and large elementals.
Skull & Shackles has aquatic monsters & 19 minis usable as PCs (mostly pirate/seafarer types).
Reign of Winter has animals & 18 PC type minis.
The Lost coast has a good mix of monsters & 16 possible PC minis.
If we're talking about cases, i would probably go for Rise of the Runelords for sheer utility.
It also has more different minis total than any other set (60 instead of 54 or 44).
But it depends on what you want for players and opponents.
