Still trying to figure out how advancement works in the Fate Freeport Companion. I am going to run a demo with my college crew during our twice-yearly weekend of gaming. I am in the process of creating some of the Companions from DragonLance with a little help from the DragonLance Accelerated site and the War of the Lance supplement for D&D 3.5. While I both play Fate and have the Freeport: City of Adventure hardback for Pathfinder, I don't have the Fate Freeport Companion, so I can't comment directly.
It sounds like the FFC doesn't use the skills system from Fate Core, but rather has the six D&D ability scores. This makes it functionally equivalent to the six Approaches of Fate Accelerated Edition. With that in mind, here's how FAE handles advancement...

PCs advance whenever they hit Milestones. These milestones can be Minor, Significant, or Major.
A Minor Milestone is usually reached at the conslusion of a session, the revelation of a major clue, or the conclusion of a story point. Achieving a Minor Milestones can change the character in a subtle way without really gaining power. When a PC reahes a Minor Milestone they can clear any Moderate consequence that's been around for at least two sessions. They also do any one (and only one) of...
- • Switch the ratings of two Approaches
- • Rename an Aspect that isn't the character's High Concept
- • Swap out a Stunt for a different Stunt
- • Add a new Stunt (and adjust Refresh accordingly)
A Significant Milestone is reached at the end of a chapter of the story, the conclusion of a scenario, or the resolution of a major plot point. Significant Milestones represent character growth and learning new things. In addition to the benefit of a Minor Milestone, a PC may do both of the following:
- • Clear a Severe consequence that's been around for at least two sessions
- • Increase an Approach by 1
A Major Milestone is the conclusion of a series of events that shake the campaign world. This represents the conclusion of a major story arc, the final defeat of a long-standing NPC villain, or aan event that, were the game a movie, would cause the credits to roll (and set up the sequel!) Achieveing a Major Milestones causes the PC to gain more power, meaning that they can now face tougher challenges and deadlier foes. Achieving a Major Milestone grants the effects of both a Minor and a Significant Milestone. In addition, the PC can do all of:
- • Gain an additional point of Refresh. (Optional: This can be traded in immediately for a new Stunt.)
- • (Optional) Rename the character's High Concept.
In general, you should award a Minor Milestone at the end of every session, a Significant Milestone after three or four sessions, and a Major Milestone at the conclusion of story arc, however long it takes.
