Probably not (assuming you bought it from here - if not you should go back to the retailer you got it from in the first instance).
If you bought it from paizo.com, you'll need to email photos of the issue to customer.service@paizo.com.
Bear in mind that they've been absolutely slammed with gencon, starfinder selling out and some staff illness. It might take some time but they will get to you.

What if you can't go back to the retailer that you bought it from?
I was on vacation in Oahu, Hawaii when the book came out so I took a trip to a gaming store there and picked up the CRB and chapter 1 of the AP. I live in NYC and am back home.
Aside from reading through it on the 10hr plane ride back I've been using the PDF but have noticed that the binding is falling apart. As in a piece of the cloth (or whatever it is) that is supposed to be holding together the spine fell out of the book just last night when I opened it. Pages arent coming out yet but it feels like it's only a matter of time and I dont want to pay another $60 for another copy only to have the same issue...

I would email customer.service@paizo.com with pictures of the damage and the story. I'm sure they'll be able to help.

I do generally find the forums to be quicker than email in getting things sorted.
In this specific case, however, one of the things they're going to ask you to do is to email them pictures so you may as well kill two birds with one stone.
