This would be better in the PFS specific section, but the short answer is:"No, they are not PFS legal as they are found in chapter 4 of the Advanced Race Guide, which is explicitly not allowed as per the PFS additional Ressources."

To create an aasimar, changeling, dhampir, fetchling, grippli, goblin, ifrit, oread, ratfolk, samsaran, suli, sylph, tiefling, vanara, or vishkanya character, you must have a Chronicle sheet that opens the race as a legal option at character creation. Aasimars and tieflings that were created and had at least one xp applied before August 14, 2014, remain legal for play. The boon restriction to create a kitsune, nagaji, and wayang was removed at the start of Season 6 and all three are now available for open creation. The boon restriction to create ifrits, oreads, sylphs, and undines was removed at the start of Season 8, and all four are now freely available.

That particular race, and the other montrous races found in Chapter 4 of the ARG (as well as a few from Chapter 2 and 3) have been deemed not legal for PFS (not even with a boon) for varied reason. And unless they are deemed essential or thematic for the Season (which starts in August), I seriously doubt they will be made legal any time soon.
So for now your friend is limited to:
1) All 6 core races;
2) Ifrit, Kitsune,Nagaji, oread, Suli, Sylph, tengu, Undine or wayang are now legal;
3) Pre- Aug 14th, 2014 Aasimar or tiefling with 1 XP;
4) You'll need a special boon to create a aasimar, android, catfolk, changeling, dhampir, fetchling, goblin, grippli, ratfolk, samsaran, skinwalker, tiefling, vanara, or vishkanya.
That's one of the downside of PFS, the rules are pretty inflexible and they won't make change mid-season.

You might be right, I did my best to check the sources, but it's possible that I've misclassified a race or two.
But I think that, for the most part, I got them right.

Yes, you still need a boon for a Suli character.
Re: Lizardfolk, there is a non-OP version on page 226 of the ARG (in the "race builder" chapter). It's not a full writeup, but if for story reasons they ever decide to issue lizardfolk boons, it's something that could be used as a basis.
Re: android boon... if there's just one, I'm guessing that it will be traded for something pretty huge! Like, say, a catfolk boon... of which there is also just one.

You need all four elemental planetouched boons for a Suli character.

No, there's actually a single suli boon. I think it was the quarterly boon for GMing at conventions last summer, during the quarter before Gen Con.

If you have the Suli boon and the four elemental planetouched boons (with at least one having the 'combine for a Suli' language), you can combine all five boons to make a super Suli. This is so that people who spend the time and effort to build the Suli are still able to get something special, instead of just feeling like they wasted all that effort to be replaced by a single, more easily attainable boon.

HE isn't willing to trade, and in fact has already played it quite a bit. Last I heard he was mid-high level. And it wasn't 4 digits, only 3, though much closer to 4 than 2. (The winner was one of my VLs... although he still hasn't played it at one of my tables like I told him he had to...)

There is another android charity boon from 2016, and She hasn't used the boon last i recall. She is a local in my district. I can tell you if the trade is good enough she would part with it.

Unless those boons are colored green, there will probably be a major lack of interest.

And that sort of flies *against* the idea of a community-building item, turning it into 'Pay2Win'.
I had a fresh one, but due to a scarcity of players at cons in my region it's filling up pretty quickly, and then there's been a handful of tables I've been requested at but I don't have GM stars because of above situation with players and RL obligations.
