It's a combination of bullrush, grapple, and trip but none of them can really do it on it's own.
If you have greater grapple and rapid grapple it's pretty close with grapple alone as you can grab a hold of them, stop them from moving (where they want) and move them around as you choose. Only thing that doesn't happen is causing them to go prone.

Closest thing I can think of is Flying Tackle from Dirty Tactics Toolbox.

That would be a great feat if it didn't require them to be flat-footed.
