Clockwork Familiar is on the Improved Familiar feat list. So add that to the requirements.
Reading the Requirements on Clockwork Familiar the Caster Level is 12th. So this is mainly going to fall into Seeker level hands. While crafting isn't allowed in PFS, I believe the requirement section of the item must still be met.
For PFS play this familiar is not currently on the list for wand usage (independent of the construction option).

that makes sense. I just didn't recall that and was being conservative in my response. $14500... whew... I went back and read ... (150% golem prices)
A spellcaster of at least 7th level who takes the Improved Familiar feat can select a clockwork familiar as a familiar.
As it's a construct, healing is an issue.
... any clockwork construct can drain a single charge or spell level from its installed item to heal itself 1d6 hit points as a standard action. {later} Unable to heal naturally, clockwork familiars...
Cannot heal damage on its own, but often can be repaired via exposure to a certain kind of effect (see the creature's description for details) or through the use of the Craft Construct feat. Constructs can also be healed through spells such as make whole. A construct with the fast healing special quality still benefits from that quality.
and the Clockwork Familiar does not have Fast Healing.

It can be healed weirdly enough with Infernal Healing.

yes - that is the clear inference from my reading and post and exactly why I posted that bit from the Construct type. A spell that confers Fast Healing would work. However 10pts or 1d6, or 1 pt(lol)... I'm not sure I'd put a Wand of Infernal Healing in the construct as it would work better if cast ON the construct, on the other hand it's a nice boost to the Wand of Celestial Healing.

It's been a while since anyone last commented on this thread, and I've looked elsewhere for a concrete answer, but does anyone know for certain, in PFS Society Play, that a Wizard could indeed purchase a clockwork familiar at level 7 if they have the Improved Familiar Feat and the gold to do so?
I'm currently working on a Wizard with a familiar that has the Mauler archetype, and it would just be so awesome to be able to have a large clockwork familiar smacking things around at level 7. The Mauler archetype lets the familiar become side medium, and then the wizard can cast enlarge person on it thanks to share spells.

I don't think that works. Enlarge Person specifically states that "[m]ultiple magical effects that increase size do not stack." The Mauler's Battle Form ability is a supernatural ability and such abilities are magical. So I don't believe the two effects would stack.
