That is a wonderful use for this spell. I would like to see more from your designer. And Keep it is.
Several items that have additional abilities when used in conjunction with other items. Some in the PRD, others not.
IMO, your item should stand on its own.

You should have checked what other items with this price do. You would likely have realized that your item is OP.

That last ability makes it a SiaC and a SAK. You should have focussed on the item's theme, not on its imagery.
This niche item is the perfect countermeasure to the weaponized drawback I saw yesterday :-))

A drinking item with a random bonus, vs something I'm pretty sure is stolen straight out of a joke from a webcomic.
Also one of these is 83 words and the other is 298
I've seen both before and selected the opponents each other time.
I don't know....

If your magic armor or weapon does not contain any iteration of "This +x weapon" or "This +x Armor" within the first 2 sentences, I'm most likely going to vote for the other item.
Unless the other item does it, too. Then you just got lucky.

People seem to think that alcohol can do anything - and any ability fits the theme of booze.
It makes me wonder if some among us need to take a few weeks off the sauce.
Overpowered item vs. overpowered item. At least one of them is vastly underpriced so I know which one to go for.
No formatting and confusing description vs item with an effect that is completely useless. Useless it is I guess...
Spell in a weapon Vs horribly horribly under priced benefits for any social orientated character.
Making matters worse this is the third time I've seen the weapon, and the third time I'm voting for it. The alternatives are always worse.

There are several items that describe in great detail what the non-magic base item does. Too bad that Round 1 is to design a magic item and not a mundane piece of equipment.

Don't use the words 'should' or 'should not' in your description -- you job is to tell us what the item does, not to give advice to the user.
I don't wanna be that guy who's constantly asking other people if they have change for a platinum.
Found a weapon that grants blanket trap immunity... Okay then.
If that armor wasn't written in a way that makes it sound more like a plot hook, it might be exceptionally interesting.
