The best i was able to get was a dragon disciple monk who took abysall eldritch heritage (improved) so had the pluses coming from both dragon disciple and abysall. Was pretty sick with dragon style mixed in and a rage spelll...
And yes i broke both the level and non caster requirements of the op. Just thought it was worth mentioning :)

Functional character with ok High strength, start at 18, bloodrager Abbysal bloodline level 1 str 22 with bloodrage. Level 4 str 25 with demonic bulk And bloodrage. Level 6 belt +2 str, for str 27, level 8 str 28. Throw in a level or two of mutagenic mauler, mutation warrior or alchemist to get mutagen for 4 more i in str when it really counts. And if your GM allows it 4 levels of DD Will also give 4 more. But staying bloodrager will give 2 more in rage at 11 and 12, 16 and 4 at 20. The belt Can get a upgrade at 10 and 13 with good concience.

Here's my take on it, if you don't mind a tiny bit of casting. Truth be told magic is deeply imbedded in the DNA of the system, and it's hard to go far beyond "Orc Barbarian who started with an 18" if you want a pure, 100% nonmagical build.
- Start at 18 STR from pointbuy or rolling. (18 start)
- Pick up Orc as your race (22)
- Get two levels of Ragealchemist for the +6 Strength (28)
- A level or two of Barbarian for the Rage bonus (32)
- One level dip in a spontaneous caster of your choice. Sage Sorcerer helps fight Multiple Attribute Dependance, but you'll have to Dual Bloodline into Draconic for the next step to be legal.
- Four levels of Dragon Disciple (36)
- Around this level, a +4 Enhancement from a belt or Bull's Strength is accessible (40)
- Let's not forget Enlarge Person (42)
- Buffs up, rage on? Now make sure you have a +2 Courageous Furious weapon of choice to add half of it's boosted bonus to your Rage's strength bonus (44)
- And of course, you're at least level 8, granting you some bonus points to apply. (46)
So your character is built on stilts. It's primary components are bricks of MAD with Bad Will Saves as the mortar and it's so munchkin you can already see your DM's eyes preemptively rolling like expensive rims on showcase. But they're stronger than a Great Wyrm Red Dragon and you're wondering what you want to do with it. Here are some suggestions!
- Hit stuff! 46 Strength means a +18 modifier, and your BAB is decent enough. A two-handed weapon means a +27 on damage per hit. Have fun with that.
- Intimidate! Intimidating Prowess lets you add that +18 modifier to your Intimidation checks, nevermind the size bonus. Slip a two level dip of Cavalier (Order of the Cockatrice) in your build and you can AoE fear bomb an entire encounter as a standard action!
- Power lifting! 46 Strength means you can carry a whole lot, with some quick math from an online calculator setting your Light Load at 4,896 lbs. That's pretty impressive, right? Well put on your Muleback Chords and cast Ant Haul on yourself, and your "light" load explodes to 44,736! Your maximum load is a daunting 134,400 lbs! Yes, now you can kill the boss by dropping his own tower on him.
Edit: Online calculator doesn't account for you being Large size with all your buffs up. So that number should be even higher.

So, at lv20, assuming you've dumped EVERYTHING into Strength pretty much, you can hit Strength 63 through a combination of:
Base 18 + 2 (Racial) + 5 (Stat increases) + 4 (Stat Boost) + 6 (Inherent) + 4 (Profane) = 39 permanent Strength.
Base 39 + 6 (Enhancement) = 45 Strength, semi-permanent due to Belt.
Base 45 + 6 (Morale) + 4 (Alchemical) + 8 (Size) = 63 Strength with Mutagen, in Storm Giant form, while Raging.

That's the physically-highest value I can get going up to lv20. Obviously OVER lv20 you can get +1 for every 4 levels, but that's basically it.
Add 2, so 65 Str, if you're an Orc.
Add 4, so 67 Str, if you're a Trox.

How high could I get my Str score as a no caster class at level 8 - 12?
I was thinking it might be like 28 -32 ish....
items and everything aloud caster can help yeah but i was more or less looking for a the no caster class for it.

level 8-12, non caster, :( sorry no idea.
with a Druid Caster maybe, wildshaped into 12th level Huge earth elemental.
Starting Strength = 18
4th and 8th level = +2 more
Elemental = +8 size bonus
Belt of Giant Strength = +6 enchantment bonus (affordability at 10th level by wealth by level).
Get you up to 34 strength (+12 to hit/damage melee). Can wildshape 5 times a day at 12 level, and each use can last up to 12 hour a day.
* = Down side = to get that starting 18 strength by point buy, you sacrificed a lot of other ability to get there.
