edit: A manual grants a permanent inherent bonus. If you get another inherent bonus to the same ability score from another manual or from a wish, they don't stack. You can get a higher inherent bonus that then overrides the lower one.

Sort of.
They provide inherent bonuses to ability scores. Inherent bonuses to ability scores are capped at +5, and do not stack with themselves, so only the best book works.
Some GMs might let you stack them up to +5 total, since it's the same cost.

Yeah, considering the linear price progression, it doesn't break anything if you let successive books stack up to the max +5.
5x +1 books cost the exact same as a +5 book.
I would be fine with this in my games, but I can see why some wouldn't.
Some DMs might be fine with someone getting a +1 or +2, and make those readily available, but not want people to get the full +5 just yet.
