Let's say that there is a tribe of Mwangi people somewhere in the jungle disconnected from the rest of the world. Would they develop their own gods or would they call upon the same gods under different names or, in the case of Gozreh and Desna, combined into new deific identities like Shimye-Magalla?

What W E Ray says is correct. As far as I can tell, though, Paizo is trying to cut down on the multiple-names stuff some to eliminate possible out-of-character confusion.
I'll also add that:
(a) Razmir has managed to fool a decent number of people into thinking he is a deity when he's actually just a reasonably-high-Level arcane caster.
(b) Various tribes in old Sarkoris worshiped some local summoner Eidolons as deities or aspects of deities.
(c) Some people / places recognize the existence of the deities as powerful Outsiders, but don't believe them to truly be gods or deserving of worship.
(d) In addition to the 'gods can have different names in different places', there's also places where the same god is worshiped under the same name but with different appearances / general representations (for example, see Abadar in the Inner Sea Region vs. Tian Xia).
Taking all of these things together, I think it'd be possible for some disconnected area to invent a fictional deity out of nowhere. I think it'd be much more likely for that fake deity to be a caster or outsider of some sort rather than just an idea, but I think it'd be possible. That having been said, it'd be somewhat tricky for the fictional god's presence to continue having a notable impact once the location got into contact with actual users of divine magic from somewhere / outsider divine servants from somewhere.

Goblins are called out as often inventing gods, sometimes treating an oddly shaped rock as a diety to be venerated.

But on topics, yez we of teh superiorz goblin mindz know that rockz are good thingz to worships because of three truthinesses:
1)Rocks are harder to shanks than squishie fleshies.
2)Rocks are harder to blowz up than squishie fleshies.
3)Rocks can crush squishie fleshies!
Thereforez, we can concludes, rocks > than squishie fleshies. To bellieve in godz is to believe in greater powerz than self. Therefore, rocks arez deservingz of worship!

People on Earth invent fictional deities with quite noticeable frequency, so the same thing should work on Golarion. The contact with actual outsiders and divine magic users is a real problem, but if the people that invented a fictional deity are persistent enough, someone or something (possibly but not necessarily an actual deity) will probably figure out how to make itself into that which they worship, and perform enough magic to keep the whole thing going even in the face of other outsiders and divine magic users.
Canonically, various tribal creatures worship things that are well short of full divinity, but enough more powerful than them to hold their worship.
