Since Lycanthropy is listed as a curse, can one inflict it upon someone else with a successful casting of the bestow curse spell, or (more likely) perhaps major curse?

Lycanthropy is a much more potent curse that what is listed above.
There is a spell in the Complete Divine from good old 3.5e that does what you what. Its only available to a certain domain though. You might be able to convert it.

That's not 3rd party, it's previous edition.
I agree with making Greater Curse a good option. Add in some complications like after a certain amount of time or after the first True Atrocity™ is committed in wolf form the cursed character just becomes a normal, permanent lycanthrope and can only be cured by the normal cure means (if they exist). Admittedly this is actually EASIER in default (if I'm reading right, you just need a 12+ level cleric to cast remove curse) but if the GM wants something more complicated, that's all in good fun.
