Fireball is a level 3 spell that requires a Learner's Spellbook and it's very rare to find the spell.
I do not want staggered progression on basic attacks. I want all of the basic options to play with at low level to decide what to invest in for high level. The number of options are manageable. If you want to use a sword there are five primary and five secondary basic attacks and you can slot three and three to use at any given time.
When you get your first adamantine longsword are you going to invest two weeks of xp into hamstring or lunge? You might choose both eventually, but when you're paying for monthly xp I consider that enough of a staggered strategic choice as it is.

Some (not so) private (at least anymore) thoughts on the character progression:
- though not quite as bad as some "stat gear" heavy system, it is still a gear centric system so it is less character development and more getting a license to wear more powerful gear (which is not really my personal cup of tea)
- it being such early days in the development of this game it is very hard to try to reliably predict how things are going to work down the road (like what actual roles need to be filled within settlements, POIs and the like)
- unless you have a clear vision of wanting to be the best miner, smelter, weaponship or wizard (or whatever with a very limited scope) it seems like a pretty big gamble to make a large investment in anything at this point in time
- so in the EE we may end up with two main categories of characters: those who are "all in" in what they want to be and those who are just banking XP with minimum investment allowing they to do something useful in game

I think you're right. If a player is unsure of what direction she wants her character to go, the smart move is probably to spend a very minimal amount of xp on low level feats and try a concept/role out. This can work, to some degree, because many/most the feats her character uses at skill 8 are the same as at skill 1.
During alpha, I played a good number of characters, limiting them to 1000xp. They wouldn't be PvP superstars, but were very playable.
