Strictly it was never a rule in pathfinder, it was a rule in 3.5 that just got overlooked and never moved over. So RAW the feat does nothing, but RAI it lets you ride mounts your size which you normally shouldn't be able to do. Regardless you need to find a strong mount to carry you without encumbrance.

Keep in mind that this feat does nothing to address possible encumbrance penalties.
Medium mounts after all don't have the carry capacity of Large ones. If you're going to be using this feat, remember that your character's weight, and the weight of all your carrying is going to be piled on that mount's encumbrance load.

Another important thing is that, for Cavaliers, it does not help at all, as the class itself restricts what mounts are allowed to be chosen based on the size of the character, and this does not change that. So a Cavalier can take this, but it doesn't actually allow them to choose a mount that is their size as a legal Mount.

It allows donkeys to carry people. Without this feat, you can load your weight in encumbrance on a donkey, but if you try to get on yourself, an invisible force field hurls you away with a mighty NO sound.

All the core rules state is that you get a -5 penalty to Ride checks when riding an unsuitable mount. It's left to the GM to decide what that means.
