So what is this feat doing that you couldn't do before? Was it impossible to use a mount your size? Or were there just penalties to it?
It is impossible to use a mount of your size without this feat or some equivalent ability that lets you break the general rule that a mount must be at least one size category larger than you are.
Previously, it was an unwritten rule that mounts needed to be at least 1 size larger.
This feat lets you get around that.

Summoners! They where the ones that have a limit.
Mount (Ex): The eidolon must be at least one size category larger than its rider.
And a Summoner would be a perfect candidate to use this feat, as it is quite easy to build an eidolon that is strong enough to carry its Summoner even if they are both of the same size category.

Strictly it was never a rule in pathfinder, it was a rule in 3.5 that just got overlooked and never moved over. So RAW the feat does nothing, but RAI it lets you ride mounts your size which you normally shouldn't be able to do. Regardless you need to find a strong mount to carry you without encumbrance.
Another important thing is that, for Cavaliers, it does not help at all, as the class itself restricts what mounts are allowed to be chosen based on the size of the character, and this does not change that. So a Cavalier can take this, but it doesn't actually allow them to choose a mount that is their size as a legal Mount.
But halfling cavaliers can now ride on a small animal that becomes medium later right from level 1, potentially. What is cool if you ask me.

I will be honest I have loved every minute of my PFS halfling mounted Beastmaster Ranger. He rides a Giant gecko and charges down the walls and ceilings. I call him my dungeon buster. Just click my Icon and you can check him out. First 7 levels he was basically 1 Hit Killing everything.

It allows you to make a Andoranian (Andorin?) Halfling Hunter that rides a bald eagle into combat. Because America.
It allows donkeys to carry people. Without this feat, you can load your weight in encumbrance on a donkey, but if you try to get on yourself, an invisible force field hurls you away with a mighty NO sound.

All the core rules state is that you get a -5 penalty to Ride checks when riding an unsuitable mount. It's left to the GM to decide what that means.
Finally there is a way for humans to ride donkeys, mules and ponys. Seems like a very common feat IRL.
You mean I can make the deadly swan riding halfling/gnome hunter. Hellcat swan riders rejoice.
