This AP is kicked off by a PC receiving a Harrow card that's tied to their highest ability score and alignment.
What happens if the PC is Multi-Ability-Dependent, and they have no single attribute that's dominant. For example, if a paladin has a Strength and Charisma that are both 16, which card does he/she get? The Paladin or The Empty Throne? How do you DM's deal with situations like this where PCs have more than one highest ability score that's equal with each other?

You choose whichever is closest to their class. For example, if it was a sorcerer, you would use Charisma most likely if they had equal scores of Charisma and Constitution for example.
A Monk could be a tad harder, especially if they have equal scores between Dexterity and Wisdom for example. In which case, perhaps choose which ever they seem most reliant upon and which has the biggest impact on how they play their class/build.
