hatin' on rogues in your OP already puts a bad taste in my mouth. If you don't like rogues, don't play em!
Kobolds are more patient and more "home-bodies" than goblins. They're much more inclined to set traps and apply poisons to weapons, whereas goblins are more inclined to burn, pillage and openly attack.
Those are the main differences I see.

Kobolds get a racial effect on their CR. Lets you give them more levels for the same CR. Translation: 10d6 lighting bolts cast by 10th level adepts at lower CR than it normally is.
Same deal with warrior kobold archers. Nasty little guys with full BAB and just enough feats to make them into low level killing machines.
In general 1/4 CR NPCs allows for a lot of levels and if abused can make kobolds into party level 1-3 killing machines. Nobody exects the CR2 enemy to ignore sleep because it has 5HD? A CR2 that has a BAB of 5 and a racial bonus to dex AND 3 feats? At CR 2 that is a "reasonable" encounter for a first level party to encounter.

INCORRECT! The Kobolds Of Golarion book (which was totally not written by a kobold) clearly states that kobolds taste disgusting! So ha!

They can read.
And that means they can post safety warning signs.
This is why goblins can't use traps very well: they forget where the traps are, and they can't make a record to check the placement. As such, they are more likely to catch themselves in their traps than any adventurers (if only for the fact that goblins tend to be in places goblins want to defend more often).

I play a Kobold sorc/dragon disciple now.
In our world, Kobolds lay large clutches of eggs, guarded by some of the "nest mothers" or something, and are raised as large generations at a time.
His personality is that of Dolorous Edd Tollet from the books ASoI&F by GRR Martin (Game of Thrones for you multimedia fans).
I had never given thought to a party of adventurers trapped in an underground Kobold lair deciding to make omelettes out of the eggs of Kobolds.
That's so delightfully twisted and gruesome.

So, what can a Kobold do that goblins can't? I mean, it seems to me Kobolds are just the rogue's of the midgetty cleaver-fodder races. I mean, atleast goblins can bit things... really well...
Fit 6 of them in an encounter and it still be CR 1 (if they have significantly less than their expected NPC wealth then they get a -1 CR, which results in CR 1/6 kobolds). When it comes to swarming a party with lots of clever little critters at low CRs it's hard to beat kobolds.

Lets just put it this way... Nearly everyone knows about Tucker's Kobolds. What equivalent group of Goblins is there? Has any AP ever involved a decently threatening group of Goblins on par with T'sKs?
