If the character is of the right tier, to play... that character must be used. The pre gen sheet can however be used on a character which is generated after the fact. Or for a character which does not meet the requirements for the tier... example a (5-9) chronicle going to a 4th or lower character...

If you play a 1st-level pregenerated character, you can apply the credit for her first adventure to a newly created character of your very own .. You may not apply a Chronicle sheet earned with a pregenerated character to a character that was already at the level of the pregenerated character or higher, as you should have used this character for the scenario instead.

Anytime the Guide gets "snarky" you can pretty much guarantee that it was because someone was trying to use a loophole to skirt the spirit of the organized play campaign.
(There were a LOT of people who talked about using a pregen for Bonekeep I and II, planning to apply the credit to their favorite in-tier character if it lived and got good rewards - or a brand new level 1 if it died.)

Short answer: No.
Long answer: The one and only instance of applying a pregen chronicle to a character of higher level is if "you have multiple Chronicle sheets from pregenerated characters, they are applied to your character’s Chronicle sheet stack all at once when your character reaches the appropriate level, even if this would advance your character several levels." (Guide, p 6) So say I have a level 2 character but I keep playing a lvl 4 pregen. If I play a level 4 pregen 5 times, as soon as I hit level 4 with MY character, I apply those sheets. Well, two of those sheets will be when I'm level 5 since you level up every 3.
Tier 1 pre-gens can only be applied to level 1 characters, technically only as their first chronicle. Well, having new scenarios and modules with cool rewards in them that you kinda wish were available for your higher-level PCs to get is pretty much par for the course. I think you might be able to apply it as a GM credit, but otherwise, it's something we all have to deal with.

Not as a GM credit, but I think the quote is from an older copy of the GtPFSOP, the current language is just a "1st level PC" with no reference to new, any more.
Beside sthe "too many chronicles for the level" application, there were two scenarios which had, for a limited time, a special allowance for applying them to a PC too high a level to play them as GM credit, and those were the final Lantern Lodge and Shadow Lodge scenarios.
