The River Kingdoms has no lack of seedy or disreputable organizations available in the lore. Several establishments could have some training facilities, even though they might be somewhat limited in scope. Think of perhaps Lambreth to the south, having established a dictatorship under the absolute rule of Lord Kamgyn Arnefax. The old goblins of Zog had many cave complexes and hideouts there ages ago, and (perhaps) the goblins still exist, they have just gone underground and migrated to the north to escape being discovered by Arnefax's militia. They may have established a small network of underground villages with some limited training, as long as the players' reputations match and there is some coin or goods to trade.
To the east low rep players in need of training might find an outpost of the Yenchabur assassins (based in Hawk's Nest). The lore speaks of a tunnel below Hawk's Nest that leads 1500 feet down to a natural aquafier. It may be that part of that tunnel complex leads to a smaller cave with a hidden settlement where some training is done, led by the assassins themselves. Not cheap, but available.
