That's a really broad question, because there are a number of ways to make the item, some of which drastically inflate or reduce the price.
The simplest version would be a Use-activated dagger-flute that summons (per Summon Monster II) the first time it is blown and then ceases to be magical. A dagger-flute is technically a slotless item (which doubles the cost), so this would work out to about 600 GP (plus the base cost of a masterwork dagger-flute).
Something much more interesting, a dagger-flute which summons (per Summon Monster II) one or more creatures that remain summoned for as long as you continue to play (a 4x cost modifier), but can be used only once a day (an 80% reduction) would be approximately 18,000 GP (plus base costs), giving you a reliable pet. A dagger-flute which simply casts Summon Monster with every note, letting you effortlessly build a small zoo, would be about 24,000 GP. Neither seems practical in a campaign where Summon Monster II remains relevant. You could cut those costs in half by linking the item to a slot (perhaps it only works while wearing the Amulet of Bob).

Where do you find rules for adding spell like effects to items? Say I wanted to create a sword that cast call lightning 3/day etc.

GM's are explicitly advised to adjust these according to the needs of the campaign or to completely throw them out if there is already a very similar item to use as a reference point. Custom magic item creation can get out of hand easily.The Table: Estimating Magic Item Value In Gold Pieces (3/4 of the way down the page) would probably be of use to you. Let's say your lightning sword works on a command word. Call Lightning is a 3rd level spell, typically available at 5th level, so the calculation would be something like this...
1,800 GP x 3 (spell level) x 5 (caster level) x 3/5 (3 charges per day) x 2 (weapons are considered slotless items) = 32,400 GP. Magic weapons usually require a +1 enhancement, so let's add 2,000 GP to the price. Your sword of Call Lightning 3/Day costs 34,400 GP (plus the cost of a masterwork sword of this type) according to these guidelines.
