I'm going to bite the bullet here and ask some really stupid questions. Please bear with me. I've only just started running PFS events recently and have some questions about reporting. Is the idea to only create one event # and then just add sessions to that one number no matter when they take place or what gets run or should I be creating a new event number for each event I run?

If it's the former, should I go back into the events to edit/add in the new dates for whenever the next event occurs or am I supposed to clone them or what? Normally, I'd just muddle my way through creating or clicking or mucking with the system until I figured out how it worked but I didn't want to make a potential mess I couldn't fix.

Second, if I GM a scenario under someone else's event, how do I go about reporting the session? Does whoever organized it have to do it and I just give them the info or is there some way I can enter an event id and have it pop up on my event list to report?

It's a matter of preference really. I prefer to create separate events for all public events to make them more easily searchable. Some people prefer to use the same number over and over. If you clone the session it will get you a new number with the same details as the old session (so you might need to modify scenarios, etc.)

The organizer reports the event, not the GM (unless they are one and the same). They should be collecting the event information from you at each event. They are the only ones who have access to reporting under that event number. There is no way for anyone but the person who set up the event to report.

You can add several sessions on that event, including several scenario's during one event. Events usually last a day or longer if it's a bigger convention. That's at least how I understood it.

Regarding GMing scenario under someone else's event, you simply give a report sheet to that person. That person then reports everything. If that person is you, then you are reporting it.

An example. I, as a GM, have three sessions open, one for each store I GM at. I have been reporting the games from one store that I am cooridinating, taking the reporting sheets from the other GM's. Some of the more experienced GM's, however, report their own game and keep the reporting sheets to do so.
