Can a GM look up a missing PFS number?

I'm not sure this is the right place to ask, but anyway:

One of my players has taken a 3-year hiatus, and I was wondering if I could find a way to look up his PFS number for him.

You could look up his number if you ever reported a scenario in which he played, as you can look up the event. Otherwise he would have to know who GM'd his games have have the GM look it up or contact a Venture Officer look it up. Does have his old chronicles? They should have his number on it.
