well i am currently in a game where we are in raven loft and we have to save some one from the city of the dead are party consists of a lvl 11 paladin, 11 cleric, 10 inquisitor, 11 druid, and a 11 fighter. my first idea is to some how make it rain holy water over the city... is this possible, and if how? or any other ideas

Hm... That brings up a question. If Holy water changes states, does it still stay holy? Obviously I'd be impractical to prep every slot with create holy water, and spend days blessing the nearby lake, then waiting for evaporation and condensation, but I wonder if, by the rules, the rain would stay holy.

@Tholomyes, I'd say no, myself. Anything that would so radically alter the water would disrupt the holy enchantment, imho.
@ lifeless, barring epic level magic, I can't think of a way to make such an awesome idea come to life. Talk with your GM about your idea and see if he's willing to create a quest to an ancient something-or-other that could create such an effect. If my players came to me with such a request, I'd be ecstatic and happy to help.

If you're looking to make a distraction to get into someplace you're best bet is summoned monsters and judicious use of invisbility. Maybe mindblank if you think they'll have true sight or something like that (or course that may be higher level than you can cast). In any event something like Holy Rain (while sounding cool) doesn't exist iin game as far as I know, and there isn't a particualrly good way to replicate it. But if it was just a means to an end to facilitate sneaking around and or investigation there are many spells that will allow this more easily.
As far as how to counter undead specifically...consecrate, hallow, holy weapons, protection from evil, magic circle aginst evil, etc. Some garlic to ward aware vampires. Oh, and the ability to magically create a house. Vampires can't enter a house unless they're invited inside.
