They can't, as CP2077 isn't launching with any kind of modding support, and I doubt they'll have everything in handy and easy-to-fix .ini files. They'll have modding support 6-12 months after launch.
The "no mod support" might end up hurting them, the changes from the 2018 E3 demo are already making people question if they will buy/play it.

I think we can safely say this will not happen, or it will not happen in any significant numbers. The number of people picking up the game after the Keanu demonstration probably eclipses that of the people saying they're going to drop it for...what?

My copy of THE WORLD OF CYBERPUNK 2077 turned up today and it is very impressive. The maps and guide to Night City make it clear how absolutely massive the place is and the sheer amount of stuff they've created with regard to weapons, vehicles, clothes, cyberware, augment etc is mind-boggling.
If they've genuinely got all this stuff into the game in a coherent manner, it's going to be amazing.

Seems the CP2020+ character Adam Smasher is going to shows up perhaps. A real nasty cyberpsycho who hates the meatbags and loves ultra violence. I really don't want him to be there just to beat on my character.
With Johnny Silverhand in the game, that should be interesting. Also some reports that Morgan Blackhand might show up as well, and Rogue is 100% in the game as a major fixer.

who are these characters?
The major NPCs of the pen-and-paper game, some of whom are appearing in the CRPG.
They're basically the Elminster/Drizzt/Minsc or Raistlin/Cameron/Dalamar of CP77. Morgan Blackhand is even (P&P CYBERPUNK creator) Mike Pondsmith's personal PC from his home game who became a major player in the lore.
Johnny Silverhand (or at least a VR version thereof) is the guy that Keanu Reeves is playing.

New trailer highlighting the game's lifepaths.
Lifepaths are the closest things to classes/backgrounds: you can play as a Street Kid (growing up on the streets of the city), Nomad (growing up in a nomadic community in the wastelands outside the city) and Corpo (a high-class corporate wheeler and dealer). These determine your starting location and equipment, your initial base of operations and the characters and factions you have relationships with.
This is a bit like Dragon Age: Origins' starting classes, but it's more fluid; you can start as a Nomad but end up doing lots of work for a corp and become an enforcer for them later on, or rebel against your corp and try to bring them down and so on.

It’s wouldn’t be surprising, except that they went on record as recently as October 6th saying flat out “No more delays will be happening.” They went out of their way to make a bunch of promises that they couldn’t keep.
The first rule of customer engagement is “under promise and over deliver.” Apparently these folks did not get the memo.
(Favorite Twitter comment so far: “We wish to point out a typo in our comment from October 6th. There clearly should have been a comma in ‘No, more delays will be happening.’”)

The issue I and alot of have with this is 3 weeks ago they said the game went gold, its done, and no more delays would be happening. The day before they announced this latest delay, the official Twitter was asked if there would be anymore delays,they said no.
Very misleading. Destroying trust.

I understand your frustration, but it's honestly such a common occurrence with video games I just assumed it was going to be delayed again.
I'd rather have a few delays then an unplayable glitchy mess (like Fallout 76).
Ymmv, obviously.
At any rate, hopefully this is the last delay. And they certainly could've handled it better and been more forthright.

1) Little bit in bad taste considering how many death threats they got for that delay.
2) Also, you shouldn't buy this game at release either way, even with european labor laws devs have suffered a lot of crunch in development of this game and every time they delay the game they don't have less crunch, just more of it :P

Disappointing news, although it should be noted that they weren't lying when they said the game had gone gold. They have certification from Microsoft and Sony, the game is content-complete and locked etc. It has gone gold and it sounds like replication of the physical discs is already underway. The extra work is being down on the Day 0 Patch to ensure maximum performance on, specifically, the PS4 and X-Box One versions of the game.
That is pretty embarrassing: they've had the PS4 and XB1 specs locked in since they started development and they should have been using them to guide their minimum performance targets throughout the whole development. It sounds like at some point they stopped doing that and kind of forgot the game has to be playable on those platforms and started thinking of it as "almost" a next-gen game. They should have either committed to that - Microsoft and Sony would have probably thanked them, the game would definitely be a hardware-shifter - or never lost sight of the last-gen performance targets in the first place.
If anything it's the PC, Stadia and next-gen gamers who are being screwed over, as apparently the game is running fine on those machines and it's ready to roll today, let alone on 19 November or 10 December. The last gen platforms seem to be holding the game back and the performance is not up to CDPR's standards (although it is up to Sony and Microsoft's, due to the certification).
In the last investor call one of the investors indicated they'd want the release to be split between multiple dates if they have to delay again, so it'll be interesting if that happens.

Well even if it wasn't about the newest console generation, when game development is so long game is on the newer console generation, shenanigans happen. Game probably performs best on PC and PS4/Xbox One might not be enough nowadays. I still think its more likely that problem is with console gen releasing at/around same time

There's also a bit where they confirm that having to launch cross-gen is really hurting them, and they're relieved they won't have that problem with their next game.

I wouldn’t say there is a “problem” because there’s nothing wrong
with Xbox or PS4 versions – there is optimization to be handled, also because of how we were approaching things from the get-go in terms of development; so – there is no problem with Xbox or PlayStation 4, to be honest. Now, in terms of issues – I don’t think there’s much point in going there. Yes, there are some issues that are similar – I’m not going to go through a full bug report here; that’s probably pointless – but let’s put it like this: there are some issues which are common to both platforms and some issues which are slightly different; it’s a mixed bag, really. It’s something that can be handled, can be done and something that we’re currently working on...

So the reviews are broadly very positive but they agree that the game is buggy as hell, even with the Day 0 patch. We're getting a Day 1 patch as well, but CDPR seem to be acknowledging that the patch won't take care of all the bugs in one go.
Veterans of New Vegas, The Witcher 3, Alpha Protocol and Skyrim's launches will be suiting up for battle, less forgiving gamers might be advised to give it a few days to see how fast CDPR can fix the problems.

Given how prevalent the bugs are, there might be some questions raised about why they didn't just delay the game again. One good thing about it coming out now in 2020 (since for Polish purposes, the financial and calendar year are the same thing) is that it means the devs get some pretty hefty bonuses (10% of CDPR's profits for the year are split across the non-board members of the company) from the presales and early sales of the game, not to mention the massive boost in sales that The Witcher 3 got this year.
There are some questions being raised (particularly by Schreier over at Bloomberg) about if CDPR's crunch is actually respecting EU labour laws, which caps OT at 48 hours a week, which is irksome but not as bad as Rockstar's entire-company-doing-60-hour-weeks-for-two-years-straight and then "supercrunch" when people put in up to 100 hours a week for the last couple of months on RDR2.

Best Buy screwed up and let me pick up my pre order yesterday. Been playing on Xbox Series X. There are bugs but I think the day one patch will help alot. There was only one bug where I had to reload an earlier save. Others were glitches.
Yes can confirm there is a part of main story early on that can trigger seizures.

They added another warning to the front-end of the game on load.
2 hours in so far, no bugs (apart from a couple of brief LOD load issues), spectacular performance on moderate hardware (running at 1080p on a GeForce 2060). You do need to download the latest video drivers though, it sounds like nVidia and AMD nuked a lot of the problems the reviewers were having with things clipping through one another and background trees being visible through solid buildings.
It does sound like the base XB1 and PS4 versions of the game are proper rubbish though, and the Elite and Pro versions only moderately better.

Its confusing on Xbox if you have the most current version. Right now, the current version is 1.0.2. But if you try to update though Xbox, it says you have version 1.0.0.6, older version and no update available.
But in the pause menu of the game, it says you have version 1.0.2. Current version.
Not sure if this is an Xbox issue or game issue.

I’ve seen minor visual glitches, including one dick-slip, but the only real bug I’ve encountered has been the one where the game doesn’t switch to 3rd person when you’re driving. So far I’m enjoying it.
You have to manually do that (it's default Q on PC). Unless you mean it won't remember to "stay" in that mode every time you get on a vehicle?
The game also forces the camera to stay in the car during certain journeys, effectively acting as cut scenes.
